we will purchase a photo rating software and want someone to customize, configure, install and integrate our design on to the site. we have an idea of the style of template we would like but we want someone to customize it further. we will provide a broad outline in the form of a photoshop template and we will need a designer to convert it to css and make it look good on the site. the second thing is to customize the site according to our requirements. you will need php experience, security experience, css and html experience. Very importantly we want the site content to be cross browser compatible, especially to smart phones and other devices.
