I want a complete file hosting site with stunning graphics and logo included.

The site should have the following features.
- Premium accounts Payment via paypal, 2checkout and alertpay. It should have news and announcement feature. It should also have an api feature from which people can search files only via api.
- It should have static pages like faq, terms of service, privacy policy and all the pages should be editable via admin panel
- Download links should be protected. It should have settings for download expiration time, wait times before download, download speed limitation, wait times after each download. If user downloads 1 file he should wait for time as specified by admin
- Prices for premium should be updatable from backend.
- Download page should have speedometer icons.
- Complete unique graphics should be added.
- Add feature for load balancing.
- Add page called rewards. Say file is downloaded by 1000 unique people so admin should be able to pay via paypal and alertpay per 1000 downloads. Admin should be able to set the minimum amount needed to request cashout. Also this feature should be capable for off and on.
People can also upgrade to premium via the collected amount for downloads.
- Download page should show difference between free and premium downloads.

Also would like to see preview of template that u will make. Also integrate cdn service of cloud flare into the script. Also add recaptcha support. When free user downloads he should wait for time as set in admin panel and after waiting he should add captcha. And then download.

Admin should be able to upgrade users from free to premium and vice versa. Upload options should include, Form upload, Flash upload, Url upload and ftp upload. Flash upload should be compatible with all browsers.

Want a stunning skin. Also would like to see skin (preview) before project starts. Budget upto 100 USD

If member's register for a free account they should be able to create folder, add password protection to their files, while guest cannot.

Settings should be included to turn site online/offline. Allow uploads/download. Admin should be able to tun/off ability to upload download.

Copyright owners can contact/report files.
Contact and report section should be present in admin panel. Payment records should be maintained in site. Logo name shall be provided, U must create logo. Everything should be configurable. It should be bug free tested via different browsers.
