I will need simple buyer / seller website setup. The website will act as a “broker” to help buyers and sellers meet to be able to buy/sell a particular item of interest. I am not going to divulge what the “item of interest” is or what the website will be about (ie what buyers and sellers can transact) as I do not want to give out too much information to the public until I find the right programmer. This should not affect the quote as I will explain exactly what the system needs to do.
The system must be able to handle the following things:
• Separate buyer / seller management – Users will either sign up as a buyer or a seller (different information will be gathered from each).
• A buyer will begin by searching a category of items. They will then click on a category, and will be taken to a page that will show a list of items for sale that sellers have listed under that particular category. Once the buyer finds something of interest, he/she will click on a link that says “make an offer”. This will take them to a page to either sign in register an account. If the buyer is a member, he/she will sign in, and then taken to the final page to enter an offered amount for the item of interest. The seller has to accept or decline the offer. This can go back and fourth 5 times at which point offers will be banned. If an offer is accepted, the buyer pays the full amount.
• The money is stored in an escrow account and is only released once the item is delivered and confirmed by the buyer. If after 3, 5 or 7 days no confirmation is made for the offer, a refund is available back to the buyer. Refunds are available if seller does not deliver.
• For selling an item - Seller signs up then lists their item for sale. Listing is free.
• The website will make money by earning Commission from every sale.
• Admin system has to control everything – From user registration for buyers and sellers (different types of registrations), escrow account/payment gateway, commission deduction system, item categories etc
• Sellers items will be listed for sale forever until sold. However, every 30 days they will need to confirm that they are still actively wanting to sell their item, otherwise their listing will end automatically and they will need to relist (this is free anyway).
• Account history – history of transactions for both buyers and sellers
• Invoices / email confirmations

I also have done all the graphics needed, so all I need to do Is send over my graphic files and for you to skin the system to my graphics.

I have a screenshot of how all the stages of the website should work (this should help the programmer understand what system I want, in case the description above is a bit confusing. I will send this screenshot when discussing it with the programmer in private.

Please also note, I have done many websites in the past, and I know how much this type of system should cost me. Ultimately, this website is fairly simple, and has been done before – in other words, its just a buyer/seller website with some slight twists. There is nothing really confusing or difficult. I have alse done the graphic design myself, and can contribute an escrow php script to lighten the load. Please be reasonable with your bids as I will not respond to ridiculous high amounts.

Also, please take into account their might be a few minor things added along the way while developing, as I am sure I havnt mentioned all the scenarios that could face buyers/sellers in the above description. For example, handling refunds for buyers in case a seller does not deliver, changing passwords, forget passwords etc (general user management account stuff)

Anyway, I will discuss this in further detail later on.
