Need someone to build a webchat for my ircd server

must have icons next to there nickname for the following:
superadmin
owner
co owner
host
voice
(I do have icons ready)
unvoice will be blank
if not login to my site will join as guest_(numbers) if login the nick will be what ever the username is in the database

right click nick have the following
View profile so it be (profile.php?epuid=<?=bin2hex($session->username);?>) if guest nick then there be no view profile
kick custom message
Ban Custom message & how long 5 mins , 10 mins ,15 mins , 1hour , 5 hours , 12 hours , 24 hours
Ignore user
UnIgnore User

at the top of chat screen will have chat options
such as front color , bold , underline, play sound when join , play sound sound when leave , show joins , show leave...

I dont want java it too slow
so flash , ajax ,plugin are fine as long as they are not slow
