I need a developer that is very familiar with the Facebook API. My need is pretty simple. I already have a Facebook app created and working. The problem is that it is being rate limited because the request dialog i have is Requests 1.0. Here is what I need:

1.) App completely updated to the new Requests 2.0 standard that Facebook has implemented (no rate/request limit).
2.) Equivalent user experience as to what I have now for the initial canvassing permissioning. "Allow" then push to friends page vs "Request" language, if possible. I need you to verify that the current process flow from permissioning to posting to friends wall is possible. This is critical.
3.) Must use the Batch Process outlined by Fbook http://developers.facebook.com/docs/reference/api/batch/
4.) Ability for the existing current Geo-Targeted postings to only require three levels of permissioning access 1.) Access Basic Info 2.) Post to FB as Me and 3.) Access info people share with me.
5.) Posting verification built in so that I can know exactly how many people have been posted to vs how many were supposed to be posted to
6.) Review of the current PHP code and suggestions on improvements in coding, functionality.

The App is already built. It is called Hype. This should be a fairly simple and quick update. My current developer is no longer able to work on it as he has gotten way too booked with other projects. He is willing to provide all access to complete these tasks. Try a demo example out and you will see how it works. This will not post out live to your Facebook friends as it is a demo. Please review the attached powerpoint. It is critical that the process works like this or as close to this as possible after completion. Please verify that this is possible.
