Unique Image Wordpress Plugin

I need a Wordpress plugin that will control the number and size of images uploaded by users.

Brief description:

The plugin must allow the Site Admin to create a list of Unique Images for the site's users to upload. The site Admin will set the number and dimensions of each unique image.

The list of required unique images will appear in the user's admin menu with the Unique Images label.

When users upload a unique image, a 'crop image' popup is called, as per Jcrop at http://deepliquid.com/content/Jcrop_Manual.html which then crops the image to the size specified by the Site Admin.

When a user tries to upload more images than allowed by Site Admin, a popup message asks the user to overwrite the previously uploaded image. This stops users from using up unnecessary server space.

Important Notes:

1. I will only use Scriptlance escrow, and will only pay (in full), upon satisfactory completion of the project - no advance payments.
2. The plugin must be a genuine Wordpress plugin and not a group of files in some directory somewhere.
3. Input fields must have proper validation security.
