video re-rendering software

I have a cool webinar replay service - where someone records a webinar, and then they can upload it to our service and play it. The BIGGEST problem people have is they record their webinar in camtasia and then try to upload it and they are WAY too big, and can't stream and they aren't smart enough to shrink them down.
What I'd want is a program where someone puts in the avi file from camtasia, and the software re-renders it to the perfect file size, dimensions, etc... then lets them upload to amazon servers....
this should be an easy project for someone who has done video rendering work like this beforeAdditional Info (Added 7/31/2010 at 15:43 EST)...Basically, our replay software needs an FLV file to work.
Ideally the video file should be this:
- 640X480
- 700-1000 KBS
- 15 frames per / sec
- 64 KBS
- Keyframe every 90 frames
So -
Step #1 - they would put in their avi file, and then our software would re-render it based on these specs
Step #2 - (potentially if possible) cut the file into smaller files so it can stream faster online, (our player will pull files in order...)
Step #3 - they enter their amazon info - and after video rendered, they can upload it to amazon
Step #4 - we give them the URLs for their new FLV files on amazon that they can then post into our software.
So, that's the basic process..
