Server Push a Small FIle

- Description: I need to find a way to have a web server push a small text file <2k to multiple PC's the moment the text file appears on the server. It must be as fast as possible.
I'm guessing that a small app. would need to be created to connect to the server, using something like UDP. It keeps a port open with the server and when a file is pushed it copies it to the correct folder on the PC.
I am open to suggestions and I'm not exactly sure of which technology to use?Additional Info (Added 3/13/2010 at 19:56 EST)...To answer common questions which I should have thought of before.
The web server is a Unix based with Apache as the server software.
The receiving PC's will all be Windows XP and above
This would be the full cycle.
An application on my desktop will deliver a file to the web server. I don't need that done as I can handle that part.
When the file appears in a directory on the Apache server, something (?) springs to life and pushes that small less than 2k file to multiple PC's running windows. It needs to happen instantly or ASAP. In milliseconds ideally.
side note: I'm not sure if there is a way to send the file to multiple PC's in one push, a kind of multi-cast system. If it was done on a loop 1 PC at a time then the last PC in the list may get a delay I'm trying to avoid.
The PC's need to place the files in a folder where it will be picked up by the client software (I have already written).
I can code the delivery of the file to the web server and the processing of the file when it reaches each PC. I just don't know anything about UDP, streaming, keeping ports open etc etc.. - Tags:
