I am looking for someone who is capable of making a 3D Match Engine based on soccer similar to the following Youtube video:

Should include better graphics, good narrative box displaying the latest actions, being able to change camera views, different type of stadiums, some sort of introduction to the game, all types of weather such as rain, snow, etc...

This is a match engine, meaning that is a live simulation generated based on the teams who are playing.
