Hello All,

We are looking for quotes for an ethnic-themed online mall website that would serve as venue for buying and selling goods. This is not an auction site. This site will be modeled after "www.Etsy.com" but features a Filipino-inspired theme. We require submissions for 2 types of bids:
Bid 1: Web Development & Design for an online mall venue built completely from scratch.
Bid 2: Web Development and Design for an online mall venue that will require modification of an off-the-shelf software called iBoutiqueMall (see http://www.netartmedia.net/mall).
Our purpose is to compare costs and determine the most responsive bid.

The project scope for the bids are attached as follows:
Appendix A: Web Development Requirements
Appendix B: Web Design Requirements

Our choice for the winning bidder will be based on a combination of the following criteria:
1) Experience with the web development and design of e-commerce sites.
2) Reasonable price.
3) Portfolio - we require submission of project examples.
4) Past client feedback - we will look at comments from former clients. The higher the stars, the better.
5) Communication skills. We require the winner to have the ability to speak good English so he/she could easily understand instructions. This is also important since one of the tasks would be to conduct SEO.
6) Flexibility to coordinate frequently through emails, Skype, and phone calls.
7) Project schedule - we will look at ability to complete the project on time. One (1) month to complete project if built from scratch (Bid 1); and two (2) weeks to complete for modification of software (Bid 2).
8) Knowledge of php and open-source software.

Those who could not fulfill any of the above-mentioned criteria need not submit their quotes/bids. All bids are final. We do not want bidders to change their quotes during the bidding process. However, we may negotiate with the most compliant bidder after the closing of bids.

Please also note that there will be a 60 day maintenance period after completion of the software. This service will complete the final phase of the project.
