Phase one: clone an existing web based application (see details in doc)- but improve usability - design.
Phase 2: add additional functionality
Phase 3: build a mobile iphone/symbian app as a data input method and access to the web based app

note Job type re programming just options - open to alternatives.
Additional Info (Added 11/13/2009 at 11:08 EST)...Just for clarity: in running the 3 phases of this project we will require you to provide a full visual wireframe- i.e screen shots of the design and how the functionality will work in advance of you undertaking the development work. And we will work with you on amending this until we are happy that the wireframe represents what we want to achieve.
