i need someone with exceptional design capabilities to come up with a web design for our website which is a semi portal. the freelancer must have astounding work portfolio and i would really choosy on selecting the person purely on merit and not on how many reviews he/she has etc or how cheap or expensive he/she is.

the task/notes
1. Artistic Design, should match our colors
2. Generate them into HTMLs after approval
3. Flash can be used to the minimum
