I need the following programming for as little as possible:

1.) User Registration (to where they type in a form, and can hit a button to make themselves anonymous, so people can't see who posted something about them.

2.) User Login . Logout . Profile . And ability to edit profile. Ability to delete account at any time.

3.) A few payment options . (1) Pay a Yearly Membership . (2) Pay a monthly membership . (3) Pay 'by record'. (4) Lifetime membership.

4.) Each account will work by what they do. Example:
If Andrea Hoskins - Lakeland Deep Trailor Park: decides to pay by record, she will see by each record, a 'Get Tenant Record Now' button. She will have to pay $??.?? for that record.

But if Anonymous - Anonymous Trailor Park: decides to pay for a yearly membership, they will see the 'Get Tenant Record Now' button, and have it download/pull up on the website immediately. No payment, because they have already paid for a yearly membership.

5.) If they decide not to pay after whatever membership they paid for is up, it will automatically change them to the Pay Per Record plan, with an option to upgrade.
Everyone has the option to Upgrade/Downgrade plans.

6.) I need a member forum/member blog. It will be a multi-page forum or blog. We will add it to each tenant listed, so previous T.P owners can leave comments, outside of the Tenant Record.

7.) I need a backend so I can control everything on the site.

8.) Members can add Tenant Information themselves, by the 'Create A Tenant Record Now' button on their profile / on the home page.

9.) I need payments to be requested immediately. So, like, if Bob Karan has a monthly account, every month he will automatically receive a payment request. Each 3 days, he will receive a request if he hasn't paid. After statements (9 days) he will receive an email letting him know his account has been transferred to the 'Pay By Record' account, but still has the option to go back to '*name of plan he had before*'. His account will be changed.

10.) I need a search on the front page and on the member profiles for people to search: (1)First Name, (2)Last Name, (3)Social Security Number, (4)Drivers License Number, (5)Date Of Birth, (6)Previous Residence Address, (7)State of Residence, etc...

11.)There might be more.. But for now, this is it..I am taking care of the website design, I just need the programming done..
