I need a Blog Expert... or at least someone that is REALLY good at building them and/or setting them up.

Obviously I do not want to copy that site, but I need one built that is of that caliber. (very professional)
That site is made up of multiple blogs.... so I will want something similar in that, if you can create the template for the first one... I want to be able to add blogs down the road and just be able to re-use your template... and add a new blog button across the top.
If its possible to use a blog software like WordPress, thats fine. I have installed wordpress blogs on my server before (unix based), no problem.
So if its just a THEME that you can write that uses the Wordpress Blog functionality/software, all the better. If you know of a VERY customizable theme that is already out there and that you can help me customize... that would be ideal.
The key here is that we end up with a template or theme knowing that it will be re-used and EXPANDED upon itself. One site, many blogs.
I want it to look nice like that "Notes from the road" blog... with background pics, etc.
Let me know if you can help, and how much it might cost for something like this.
Additional Info (Added 2/19/2009 at 2:23 EST)...FYI.... Just because I listed $1,000 as my maximum, doesn't mean that I expect it to cost that much. If you just help customize an existing them to what I want, then I dont expect to pay you anywhere near $1,000. Bid accordingly and fairly. Thank you.
