Help With Text-Based Game

- Description: I would like to create a text-based game online.
Most of the game has already been thought up (by myself), and pretty much every aspect of the game has been typed into a Word document.
The problem is, I don't have a clue as to how to program my game, and even begin to run it.
I need someone to do the following:
-Create the game.
-Give me controls that allow me to run all game aspects when it is up and running.
-Secure the site from any hackers.
-Fix any glitches/hacks/flaws that may occur in the future.
