I need some customization for the script. How much did you charge for each o these things?

First I explain:
I dont want the web site for online programmer job. My website will be or technical support. So, somebody at her house go on my site, and can post project(need to add field for location)
some computer specialist can bid on it.
The custumer can see the list of bidder and can see her formatio to(DES,DEP,ASP,univerty,etc..)
He chose a computer specialist and then the computer specialist receive adresse phone etc... After job done, custumer or specialist can close the project.
Specification: They are two part on the project, basic kubelance project, lie any other site(build web site etc). But my site require different paiement option for if the custumer chose "service at home". Because else I will not make money. I at home service is chose, custumer can paid a fixe fee o 5$ and everybody can bid on free.If he paid for the fee receive more bid and then less price... logical I he dont paid the fee, all the programmer wanting to bid paid 5$ escrow, and when winner is selected all other escrow is realease. Ater project done, custumer can close the project and then I receive the escrow. No online paiement between user necessary for "at home service".

When creatig project chose between
- Online project
- At home service

If At home service is chose
- Can paid the escrow
- Can let programmer paid escrow


If Paid the escrow is chose
- Everybody can bid free
- I getEscrow when project done

If Let the programmer paid is chose
- Programmer need to give escrow to bid
- When a winer bid is chose, all other escrow is realease
- I take escrow when project done.


Other:
- Custumer must be able t see locality of the bidder
- Bidder must see locality of the custumer and search or project in chosed locality
