We need a web template created to look like the image linked below - and obviously function.

This includes:
1. A working menu feature with highlighted hover buttons.
2. Matching 'Search' button and box.
3. Same colour scheme with 2 boxes for content (as in image).
Note: Please do not make an exact copy of the buttons in the image attached. These were grabbed from a working site. We'd like 'similar' styled buttons. Something that will look equally as good. The menu buttons should also work so that when one is selected it remains selected when the new page opens. *We do NOT want the buttons created using flash.
