I need a PHP/MySQL site built that can:

1. allow members to signup
2. setup a monthly payment for usage (connect to paypal or other payment processor)
3. cancel monthly payment
4. edit member account
5. add multiple sites (6) to bid on (like auction snipe)
6. support for varying snipe processes (meaning some of the snipes must go through different pages)
7. monitor bidding process at the site by logging in as user and parsing site HTML response
8. reliably post bid at last second for bidder
9. provide success or failure report
10. provide a heartbeat signal to a clone backup site that can take over if primary if down
11. must track expected bid time, and log into site prior to final bid and monitor bid time left every few seconds
12. must check that the server time at the bid site has not changed every hour
13. store secure passwords of user encrypted in MySQL
14. use APIs if available at bid site
15. most bid processes include 4-6 pages to be called and parsed
