it is very difficult to integrate all you want coz you don't give me in detail
we can do mobile site (wapsite or website depend on you)
and if you want to see video from your mobile you should select the way to watch video between download clip and streaming video
in this budget we can do only download clip and play with handheld but we can do streaming if you want in +250$ that can calculate internet speed of handheld and show
