Summary: Seeking an estimate on the simplest way to accomplish a community blog-style site for a client who wants a few extra features than the standard blog and the ability to grow and evolve. This is different than a typical blog in that it will be site visitors who will be posting the blog content, not the site owner. My wish is that this could be done with WordPress. Site needs to launch by mid-March or sooner. Looking for a programmer who is an excellent communicator and takes pride in his or her work and client satisfaction and will pay accordingly. I will handle the design and dealings with the client.

Would like to see a low and a high version of the estimate -- one with more of the bells and whistles, one with less.

Poster interface:
- Site visitors (aka “posters”) can post their own stories of good deeds (up to 2000 words) they did or were done to them. Story posts can include photos and video (maybe on the video). Fields collected in addition to post: title/headline, location, date (optional), email, name (or alias), security code, check box (if user wants to be notified by email with any new comments) password (poster becomes registered user at time of post), and potentially other fields to be added at a later date.
- Admin will be able to approve, edit, archive, hold, or deny posts, automatically sending an email once story is approved or denied (this feature may be optional) along with login (the email address) and password (in case user wants to get in and edit his or her story). I am open to discussing the specifics of how this will happen if some flexibility here will allow us to use something more off-the-shelf.
- Post view - Once post is approved, it will appear on the site. Other users (aka “readers”) can rank stories (5-star or similar system) and make comments. Comments may or may not require approval (TBD). Comments will require security code to cut down on comment spam. Comments may need to have the “report abuse” link tied to each comment that will generate an email to admin with the specific comment. Approved comments (or all comments when approval is turned off) will be emailed to poster if they requested that. Also in the post view for readers – email story, RSS feed for individual post, share on Facebook, digg, reddit (somewhere between 2-5 of these links like they do for articles on www.salon.com).
- Users will be able to log back in and edit their posts themselves and it would be nice if they could turn off or on the comment notification feature (in addition to admin being able to do that).
- Users can request cards (to be mailed by client) via an online email form. Requests will be emailed to admin(s) and also archived online (pw-protected excel file o.k.) for later reference.
- Potential future needs:
o The ability to display visitor posts by category and location (including a google map).
o Online donations, t-shirt sales and other features to be determined at a later date.
o Extra optional features mentioned above.

Reader interface:
- Readers will be able to do ratings (5-star system or similar) and can also subscribe to RSS feed for individual stories or all stories.
- Readers will be able to comment and also use the other features described in post view above.

Admin interface:
- Admins can view all posts (wish: would like to sort by date order, rank order, submitter name, maybe even a search box at a later date) and change status to “hold” or delete if one is offensive.
- Admins can delete posts altogether, even after it has been approved.
- Admins can turn off or on comment approval.
- Admins can delete specific comments at a later date.
- Admins can view a list of people who have posted and can turn off their access if needed.
- Admin can pick top three posts to feature on home page or can tell posts to display by date, vote ranking, or admin choice.

Home page:
- Will show headline and snippet of top 1-3 posts by date, by ranking or by admin override.
- Will have a video explaining the concept of the site and what folks can do there.
- Will have other text content to be provided by a writer or client.

Other services needed:
- Ongoing maintenance, support questions, and security updates to code/backend. (Shouldn't be much, but someone needs to stay on top of it.) This can be outsourced elsewhere if you have thoughts on who might be good for this.
- Ability to fulfill ongoing upgrade requests as new features are desired (I would imagine that this will be once a quarter at the most unless this thing really takes off).
- A bonus: SEO (potentially).
- Hosting account is not yet established – you may bid to provide it or suggest a provider whom you like to work with.

What will be provided:
- Layered PSD design for home page
- Layered PSD design for interior page template
- Optional: visual mockups of each page view (including admin interface) to be developed.
- I will be the one interfacing with the client.
