I'm looking for a programmer that can develop a site that accepts user submissions of short stories and\or pictures and displays them on the front page as well as into individual categories.

Requirements:
Admin back end to manage users and submissions
Submit short (300-500) chars stories by either anonymous or registered users.
Have a queue in the admin section for pending submissions
Multiple EDITABLE categories, with the option to add addition categories down the road.
Attach picture(s) to each 300-500 submission.
User (either registered or anonymous) comments on each short story.
SEO friendly URLS. Using HTACCESS OK.
User ratings (either anon or registered) for each short story.
Listing for top rated stories.


Not required but wanted feature:
Ability for script to check an admin assigned e-mail address (ex: GMAIL -- which is secure -- or a regular POP account) and parse messages and assign them to known users e-mail addresses. These messages would then go into a queue for 'email messages' for approval by an administrator.
