I have a city guide website with PR4 that need to get to PR6

This is a simple project.
1) See attached the link of the website
2) You will tell me how you will get them to be a pagerank 6

3) Conditions:
- BackEnd Access to website wont be provided
- Outbound links/reciprocal links from the website wont be provided
- Entire Process would be OFFSITE (You can't change / alter the website)
- No spam, bots, robots, link farms, exchanges
- No visitors from auto surf sites. No fake visitors.
- No dynamic links, redirects, JavaScript links, hidden links.
-No black hat SEO or tricks.

4) Include these questions in PMB:
- Tell us exactly what you'll do (methods) and how you're going to do it.
- Give us exact details on pricing & number of links
- Frequency & methods of updates (Timing and verification of where you post, put links, etc.)
- How long it will take to increase traffic & SEO working.. Full details on the time frame.

Payment via escrow, released once site has reach PR 5 30%
When reach PR 6 40%
And the remaining 30% pay 45 days after reach PR6
