I need a quote on developing a website that is similar to shoutmix.com and cbox.ws

The clone will have all of the features with the exception of the upgrade feature. It will be free only. For a list of features: http://www.shoutmix.com/main/features.php

Site design should be similar to cbox. Simplicity and functionality should be closer to shoutmix. Sign up process should be like shoutmix with a person just signing up with no need to authenticate an account via email. They choose their username and password and are ready to go.

The html code a person copies and pastes onto their website should be closer to shoutmix also. Shout mix has the script operate from an iframe but has an advertising link back to shoutmix from a link outside of the iframe.

For the admin section not much functionality is needed. I need the ability to delete accounts, and view account details. I also need the ability to change the external link that is not in an iframe on the fly. (the link will not be hosted on our server)

I also need the ability to divide up the external link. Meaning I can set a percentage ratio for each link. For example.
link 1 - I give this link 20% weight. 1 out of 5 sign ups will have this link.
link 2 - I give this link 40% weight - 2 out of 5 sign ups will have this external link.
link 3 - I give this link 10% weight - 1 out of 10 sign ups will have this link.
And so on with no limit to the number of links that I can host. I also need to have the option of having more than 1 external link at a time per user should I choose to do so.

To summarize a clone but with the added admin features that I mentioned.

I also need the software and website installed meaning you do all of the ftp and server configurations. Should also work with 99% of webhosts such as hostgator.

I have no idea what programming options will need to be used so I will leave that up to you to suggest.
