	Description:	Need a downloadable application for use on users computers that will: A.) on command from a central server or program/application launch either a horizontal or vertical floater similar to this one http://www.artistdiscovery.com/kanyeslidera.html or this one http://www.artistdiscovery.com/michelesliderhugen.html B.) Detect via the web how many users are online that downloaded the application C.) Capture initial user input/form information that will be stored in a database (eg. mysql, etc.) D.) Be able to send the floaters to either all or a select group of the users based on information from the database E.) Have a music player or the ability to play music similar to the example floater -- but not a popup like the example. F.) Have metering/tracking/counting capability to tell how many users interacted/played the floater
