Description:	I need someone to create a way for my website to block open IP addresses. I have a membership site and scammers are signing up with multiple open proxies. I would like to ban them from signing up to my website. Please let me know how you would go about this and any recommendations for stopping spam messages. I don't know which programming language to use.
