I need this application to the following as a process:

1) The application must monitor varying folders (each are of a different category, and must be chooseable) on the local server, which will receive new folders every so often.
2) As soon as a new folder is created, inside will be lots of .rar's, a .nfo, and a .sfv file, and also perhaps another folder. I need the program to run a SFV check so that it can determine when all the files are completely downloaded from an FTP source.
3) When the SFV file says everything is complete in the new folder, I need the program to make a torrent matching the name of the directory(either using torrent source code, or via Bittornado's inbuilt create) and automatically insert the new directory into the torrent-make field. Also, the tracker URL should be configurable, but be able to be set and already-chosen. I will also need the torrent to be made for "Private Tracker".
4) The program will then have to submit the torrent to a private based website via HTTPS. It will need to:
i)Select the .torrent file and submit it to a field
ii)Import the .nfo from the directory and submit it to a field
iii)Select the category (different ways of achieving this will be discussed upon contact)
5) Once the upload form is submitted on the webpage, the torrent file must be downloaded to a specific folder on the local server.
It is VERY important that the application is customisable in terms of 'tracker URL', can be paused, etc.
It will be running on Fedora Core 8, but it will ideally use minimal RAM and CPU.
