How the site works?
Advertisers sign up and deposit money via paypal to advertise their sites. They get 2 options to advertise. CPM or PPC. They choose a category in which their site best fits from fixed categories. Advertiser then selects spending limits on that campaign. If pay per click they will select a bid amount for for each click. (ex. $.05, $0.10 per click) and max day limit spend. If CPM they will bid amount per each 1000 impressions. Advertisers then uploads their banner. Once verified the banner gets inserted into Advertisers Ad Rotator with all the other advertisers inside the network.

When publisher signs up they add their site which they want to display ads on. They select a category that best fits their website. That category is then matched up with the category with all the advertisers. Publisher then gets javascript code to insert on their page. This code will have all the advertiser's banners rotating randomly per each refresh of a site. Each code will track clicks and impressions and they should be available to view for advertisers and publishers in their control panel.

Security features should include click abuse and impression abuse per ip address. If multiple clicks from one ip address it blocks that ip and stats dont get reported from that ip...same applies for impressions.

Design of the website is not as important as the back end. If you're not a great graphic designer thats fine, all i need is the back end to work and have a simple interface. I can do all the graphic work.
