Programmer took on more than she could do. She did try, although programmers should only bid on and accept work that they can do. She did upgrade the forum and was paid for part of the work.

I was not happy with the end result. The programmer made very little attempt to get this to where I wanted it to be despite the fact that we were willing to pay for additional requirements above the project scope.
